A second person has been arrested on reckless conduct charges in connection with an incident in which three people were attacked by dogs on East 19th Street last month.
According to an arrest warrant:
40-year-old Danny Ray Sullivan knowingly had three dogs that could escape a fenced-in yard and failed to take corrective action to prevent them from escaping.
The dogs attacked three people, causing all three to be transported to the hospital for treatment.
One of the victims was severely injured, suffering punctures, lacerations, and scratches all over her body.
A substantial portion of flesh near her elbow was removed.
62-year-old Yvonne Deneen Sullivan was arrested last week on reckless conduct charges.
